Are the travel times being measured by driving times, or air or boat? Here in Alaska the general mode of transport is airplane.

[Answered by Gary Hart] If you’re in Bethel, and you have to go by plane, that adds an hour and that makes you frontier. If you’re on an island and you have to take a ferry, we add an hour and you’re frontier. Travel times between areas that are connected by road, those are car travel times.
